Subject: Removed chmod of bccfil from make_bcc_file().  It was done before

Removed chmod of bccfil from make_bcc_file().  It was done before
bccfil was defined so it had no useful effect.  m_mktemp2() sets
the umask so it wasn't necessary, anyway.
